VA IRRRL Streamline Refinancing in Virginia: Net Tangible Benefit and Recordation Fees
Updated October 2026
A Norfolk homeowner refinancing an existing VA mortgage should compare more than the advertised rate. An Interest Rate Reduction Refinance Loan, or IRRRL, replaces an existing VA-backed loan, and financed closing costs can increase the balance even when the required payment falls. Dogwood & Dormer starts the comparison with the current statement, proposed Loan Estimate, and expected ownership timeline.
Measure the benefit before financing fees
VA rules require a qualifying net tangible benefit. For a fixed-rate VA loan refinanced into another fixed-rate loan, the interest rate generally must fall by at least 0.50 percentage point. Different requirements apply when changing between fixed and adjustable rates.
Applicable fees and expenses generally must be recouped through monthly principal-and-interest savings within 36 months. The statutory calculation excludes certain items, including taxes, escrow amounts, and the VA funding fee. Seasoning generally requires six consecutive monthly payments and at least 210 days after the first payment due date.
- Compare principal and interest separately from escrow.
- Check whether extending the term increases lifetime interest.
- Distinguish the required recoupment calculation from your personal break-even analysis.
Use the refinance savings calculator to test how long you expect to keep the mortgage. Review program requirements through Department of Veterans Affairs Home Loans.
Separate recordation taxes from ordinary closing costs
Virginia's general state recordation rate is $0.25 per $100 of taxable value or secured debt, with an additional local levy generally equal to one-third of the state tax. A qualifying refinance can receive different treatment from a new purchase mortgage, so applying the full rate to the entire replacement balance may overstate the bill.
Ask the settlement agent to identify the taxable amount, any refinance exemption, and the supporting calculation. A refinance ordinarily does not involve a property sale, so seller grantor taxes should not simply migrate from a purchase worksheet.
The Virginia Department of Taxation provides the state framework. Compare the itemized estimate using the closing cost estimator.
Account for military-specific savings
The IRRRL funding fee is generally 0.5%, unless the borrower qualifies for an exemption. Disability-related funding-fee eligibility and Virginia's property-tax exemption are separate determinations.
For households near Oceana, Langley, or Quantico, a planned reassignment can shorten the useful savings window. Request side-by-side options showing cash-paid costs, financed costs, and lender credits. The lowest rate is not automatically the least expensive refinance over your actual holding period.

Rate comparisons use participating lender feeds, not a whole-market survey or guaranteed offers. Freddie Mac PMMS is a market benchmark, not a personalized quote. Calculator models rely on published regulatory formulas and disclosed assumptions rather than fabricated first-person loan testing.
Monthly principal and interest use the amortization formula P × r / (1 − (1 + r)−n), where r is the monthly note rate and n is the number of payments; at zero interest use P / n. PITI adds monthly property taxes and homeowners insurance; PMI is separate. APR includes applicable finance charges under Regulation Z and is not the note rate used for payments.
