PCS Orders, Defense Contractor Offers and Dual-Income Underwriting in Virginia
Updated October 2026
A transfer to Norfolk, Oceana, Langley, Quantico, Fort Belvoir or the Pentagon can bring a housing decision before the household's income has fully settled. Dogwood & Dormer separates documented continuing pay from expected future earnings so a Virginia purchase does not depend on income the selected mortgage program cannot use.
Build the military income file around the move
Start with current Leave and Earnings Statements, PCS orders, service history and any documentation needed to establish continued employment. Basic pay, housing allowances and other compensation require careful review because duty location and assignment changes can alter the numbers.
Use the allowance expected at the new station when required and properly documented, rather than assuming the prior station's amount continues. Certain nontaxable income may receive qualifying adjustments under program rules, but the adjustment is not extra cash deposited into the household's account.
VA underwriting also evaluates residual income, not simply debt-to-income ratios. Obtain the Certificate of Eligibility early and review entitlement and funding-fee treatment through Department of Veterans Affairs Home Loans.
PCS timing can affect occupancy planning. Explain reporting dates, any delayed family move and existing housing obligations before selecting a closing date.
Distinguish an offer from qualifying earnings
For defense contractors, an offer letter may still contain conditions involving contract award, customer approval, security clearance or a future start date. A clearance alone does not establish employment income, and a signed offer does not automatically satisfy every mortgage program.
Provide the lender with:
- The executed offer and all employment conditions.
- Salary or hourly terms, guaranteed hours and start date.
- Verification of employment status and resolved contingencies.
- Historical documentation for bonus, overtime or variable earnings.
Some programs permit qualifying future employment income under specific requirements. Others require work to begin or a pay statement before closing. Share compensation documentation without disclosing classified project details or sensitive mission information.
Test the household on both one and two incomes
A relocating spouse's current salary may not continue after the move. Remote-work approval, a transfer agreement or a qualifying new offer can be decisive. Also account for student loans, childcare, commuting and any retained property's mortgage.
Compare a two-income budget with a temporary one-income scenario using the monthly payment calculator. Northern Virginia buyers should also review high-balance versus jumbo financing.
The Consumer Financial Protection Bureau provides a useful affordability framework. A lender's maximum approval should remain separate from the payment that leaves enough room for relocation expenses and interrupted earnings.

Editorial Methodology & Primary Sources
Verification date: Not recorded; check the primary source and lender timestamp before relying on an estimate.
Rate comparisons use participating lender feeds, not a whole-market survey or guaranteed offers. Freddie Mac PMMS is a market benchmark, not a personalized quote. Calculator models rely on published regulatory formulas and disclosed assumptions rather than fabricated first-person loan testing.
Monthly principal and interest use the amortization formula P × r / (1 − (1 + r)−n), where r is the monthly note rate and n is the number of payments; at zero interest use P / n. PITI adds monthly property taxes and homeowners insurance; PMI is separate. APR includes applicable finance charges under Regulation Z and is not the note rate used for payments. Compare lender Loan Estimates for actual APR and fees.
- Consumer Financial Protection Bureau (CFPB) — Loan Estimates, APR and borrower disclosures; Regulation Z.
- U.S. Department of Housing and Urban Development (HUD / FHA) — FHA program guidance.
- U.S. Department of Veterans Affairs (VA) — VA loan eligibility and benefits.
- Freddie Mac Primary Mortgage Market Survey (PMMS) — published rate benchmarks.
- U.S. Census state tax collections — state property tax benchmarks; confirm parcel-specific assessments and exemptions with the state revenue department and local assessor.
The payment snapshot uses illustrative annual taxes of 1% of home price, $1,200 insurance and 0.5% PMI below 20% down, not verified local quotes. Other calculators disclose their inputs and assumptions. Published guidance and lender feeds may change independently; confirm current program rules, taxes and offers before a decision.
