Updated October 2026

A waterfront listing on Virginia's Eastern Shore or Northern Neck needs an insurance and occupancy review before the mortgage comparison is complete. Accomack and Northampton counties offer different settings from the Northern Neck's riverfront communities, but all can present flood, wind, access, and shoreline-maintenance questions. Dogwood & Dormer puts those costs into the purchase budget early.

Price the water exposure before the offer

Standard homeowners insurance generally excludes flood damage. A lender typically requires flood insurance for a building in a designated high-risk flood area when applicable federal requirements apply, but properties outside those areas can still flood.

Obtain property-specific quotes for homeowners, flood, and any separate wind coverage. Review deductibles, coverage limits, elevation information, and whether an existing policy can transfer. A seller's premium is not a reliable estimate for a new owner.

CostQuestion to ask
Flood coverageWhat premium and deductible apply to this building?
Wind coverageIs there a separate named-storm deductible?
Waterfront upkeepWho maintains docks, bulkheads, and access roads?

Add these expenses to the monthly payment calculator, including costs paid outside escrow. Virginia real estate assessments use 100% of fair-market value as their basis, but local rates and reassessment timing determine the tax bill.

Choose the correct occupancy category

A full-time residence, occasional second home, and short-term rental are different underwriting cases. Conventional financing may serve eligible second homes, while FHA, USDA purchase financing, and VA purchase loans generally require primary-residence occupancy. Describe intended rental use accurately from the beginning.

The 2026 baseline conforming limit is $832,750, and the FHA floor is $541,287 for one-unit properties in floor-limit areas. Waterfront pricing does not automatically create a high-cost loan limit.

Review comparison guidance from the Consumer Financial Protection Bureau, then use today's rates as a starting point for an occupancy-specific quote.

Account for military eligibility and settlement cash

Virginia's military housing market includes households connected to Norfolk, Oceana, Langley, Quantico, Fort Belvoir, and the Pentagon. Eligible buyers relocating to a coastal primary residence can explore benefits through the Department of Veterans Affairs Home Loans. VA eligibility does not remove flood-insurance requirements or make a vacation home eligible.

Virginia also provides a principal-residence property-tax exemption for qualifying veterans with a 100% service-connected, permanent and total disability, subject to statutory requirements. Confirm approval with the locality before reducing the tax estimate.

Finally, budget Virginia recordation charges, applicable local or regional fees, insurance prepayments, and escrow deposits. Keep waterfront repair reserves separate from the down payment so a dock repair or storm deductible does not immediately strain the household.

Editorial Methodology & Primary Sources

Verification date: Not recorded; check the primary source and lender timestamp before relying on an estimate.

Rate comparisons use participating lender feeds, not a whole-market survey or guaranteed offers. Freddie Mac PMMS is a market benchmark, not a personalized quote. Calculator models rely on published regulatory formulas and disclosed assumptions rather than fabricated first-person loan testing.

Monthly principal and interest use the amortization formula P × r / (1 − (1 + r)−n), where r is the monthly note rate and n is the number of payments; at zero interest use P / n. PITI adds monthly property taxes and homeowners insurance; PMI is separate. APR includes applicable finance charges under Regulation Z and is not the note rate used for payments. Compare lender Loan Estimates for actual APR and fees.

The payment snapshot uses illustrative annual taxes of 1% of home price, $1,200 insurance and 0.5% PMI below 20% down, not verified local quotes. Other calculators disclose their inputs and assumptions. Published guidance and lender feeds may change independently; confirm current program rules, taxes and offers before a decision.
